Janice L. Silver, Ed.D

Janice Silver offers over 20 years of education experience at the school, district, and state level in North Carolina and Indiana. The majority of her work has been focused on Multi-Tiered System of Support implementation, school and district transformation, curriculum and instruction grounded in the science of reading, strategic planning, and professional development; where she worked closely with charter and public school boards, as well as state boards of education and legislators, to strengthen governance, strategy, and student outcomes.

Janice began her career as a high school teacher in rural, eastern North Carolina. She went on to serve at the North Carolina Department of Public Instruction in various Curriculum and Instruction roles at the North Carolina Virtual Public School, the second-largest state virtual school in the nation. Janice developed core curriculum and the teacher induction program to launch Modular Based Learning, Credit Recovery, and OCS programs. She continued her career as a Chief Technology Officer where she unleashed unconventional methods to reimagine the District Technology plan, transform technological access in a rural school district to overhaul antiquated instructional styles and ignite digital literacy to define blended learning. After having the opportunity to elevate the academic growth of students in traditional and virtual settings, Janice served as the Chief Academic Officer for a charter school. She eradicated barriers by revamping professional learning communities and bridging evidence based best practices from traditional K-12 schools by developing and implementing the Performance Learning Underscoring Success (PLUS) instructional model, yielding a 2 point school performance grade gain and meeting expected growth in 1 academic year. Janice was then recruited in a national search to serve as a superintendent of a charter school network in Indiana. She garnered national recognition for leading the #1 blended K12 school for NWEA growth in reading, math, and overall student growth and achieved the historical milestone of the first multi-year charter renewal. Janice returned to North Carolina to lead the LETRS Science of Reading implementation for one of the largest districts in the state’s first cohort as the Director of Curriculum and Instruction.

In addition, Janice served as a National Education Advisor in the Ed Tech and nonprofit sectors. She has leveraged her experience and expertise in partnership with school, district, and DOE leaders to engage in student centered data driven decision making. Over the course of her career, Janice has contributed a wealth of articles to professional journals, served on international committees, hosted national webinars, and presented at national conferences.

Janice earned a Bachelor of Science in Biology and Pre-Medicine from Elizabeth City State University. Following this, she obtained a Master of Education in Curriculum and Instruction from the University of Scranton and a Doctor of Education in Educational Leadership and Management from Capella University. She subsequently gained an Education Specialist in Superintendency and Educational System Administration from Appalachian State University.
