Janice L. Silver, Ed.D

Dr. Janice Silver serves as Vice President of Consulting and Partnerships, where she leads strategic initiatives. With more than 20 years of experience spanning school, district, state, and national leadership, Dr. Silver brings deep expertise at the intersection of education innovation, governance, and public policy.

Throughout her career in North Carolina and Indiana, Dr. Silver has worked extensively with state legislators, state boards of education, departments of public instruction, and public charter authorizers to inform and shape education policy. Her work in government affairs has focused on translating classroom innovation into scalable policy, advising lawmakers on evidence-based practices, and aligning legislative strategy with measurable student outcomes.

Dr. Silver’s leadership portfolio includes advancing Multi-Tiered Systems of Support, district and school transformation, science of reading implementation, blended and virtual learning, and strategic planning. She has partnered closely with charter and traditional public school boards as well as policymakers to strengthen governance structures and ensure policy decisions are grounded in research and impact.

She began her career as a high school teacher in rural eastern North Carolina before serving at the North Carolina Department of Public Instruction in multiple roles, including leadership at North Carolina Virtual Public School, the second  largest state virtual school in the nation. There, she developed core curriculum frameworks and teacher induction programs to launch Modular-Based Learning, Credit Recovery, and Occupational Course of Study programs, helping inform statewide virtual learning policy and implementation standards.

As a Chief Technology Officer, Dr. Silver led a comprehensive transformation of a rural district’s technology infrastructure and instructional model, reimagining digital access, modernizing instruction, and advancing blended learning. She later served as Chief Academic Officer for a charter school network, where she developed and implemented the Performance Learning Underscoring Success (PLUS) instructional model. Recruited through a national search, Dr. Silver went on to serve as Superintendent/Executive Director of a charter school network in Indiana. Under her leadership, the network earned national recognition as the #1 blended K12 school for NWEA growth in reading, math, and overall student achievement, and achieved a historic first multi-year charter renewal; demonstrating strong compliance, accountability, and policy alignment. Upon returning to North Carolina, she led the LETRS Science of Reading implementation for one of the state’s largest districts in its inaugural cohort, supporting statewide literacy reform efforts tied to legislative policy.

In addition to her district and state leadership, Dr. Silver has served as a National Education Advisor within the EdTech and nonprofit sectors, working alongside policymakers, state education agencies, and executive leaders to advance student-centered, data-driven policy solutions. She continues to contribute to national dialogue through published articles, international committee service, national webinars, and conference presentations focused on innovation, governance, and public policy in education.
